In Pskent, a football pitch was sold despite the ban

The plot was sold for 1.4 billion soums at an auction, despite the president's previous ban on the sale and replacement of football fields.

In the Pskent district of Tashkent region, a land plot where the stadium used to be located was sold at auction. This happened 20 days after a presidential decree explicitly banning the sale and alteration of football fields was issued, Kun.uz reports.

On September 8, an auction was held on the E-auksion platform for the sale of a plot in the Murotali neighborhood. The auction lasted more than four hours and ended at the 220th stage. The winner was Bahrom Jumabayev, who offered 1 billion 411 million soums — almost 36 times the starting price (39.5 million). The total area of the plot is 10.2 sotix. The buyer was allowed to pay the amount in installments for 10 years.

The sale was based on the decision of Pskent district khokim Muzaffar Aripov dated 26 July 2025. However, on 21 August, the president signed a decree “On measures to further digitalise and promote the popularisation of football in Uzbekistan”. The document explicitly prohibits changing the intended purpose and selling football stadiums and fields, as well as mandating appropriate amendments to the cadastral information systems.

According to the law “On local State power”, presidential decisions take precedence over those of hokims, and subordinate bodies are required to implement them. As a result, the hokim’s decision needed to be overturned, and the transaction considered invalid.
