Authorities and the Business Ombudsman reacted to a law enforcement scandal involving farmers in Fergana

The situation is being investigated by the Business Ombudsman.

The Business Ombudsman and the Rishtan district administration commented on the situation in the Fergana region, where law enforcement officers came to the farmer’s house and caused a scandal due to the failure to fulfill the cotton harvest plan.

It was noted on social media that the prevention inspector, along with other law enforcement officers, came by order of the district governor. However, local authorities denied this information.

В хокимияте пояснили, что в июле 2025 года с участием хокима района прошло обсуждение работы фермерских хозяйств в период уборки урожая. Целью мероприятия было обеспечение сбора урожая зерна, принятие мер безопасности, оказание фермерам помощи и устранение проблем. На встрече также присутствовал пострадавший глава фермерского хозяйства «Булакбаши Гулшани». При этом в рамках собрания данным не было никаких указаний оказывать давление, угрозы, насилие или применять силу в отношении фермеров.

According to the current legislation, the district governor does not have the right to directly give instructions to the prevention work inspectors. The duties of district khokims are clearly defined by laws, including the Law “On Local Self-Government”, the khokimiyat emphasized.

The Business Ombudsman also addressed the situation. The Human Rights Commissioner stated that the free activity of farms that are business entities is guaranteed by law, and unjustified pressure or violence against them is not permitted.

State bodies called for refraining from illegal actions against business entities. The incident is being investigated by the Business Ombudsman’s office.
