Deputies have been unable to pass a law on combating nighttime and construction noise for over a year

On September 23, at a meeting of the Legislative Chamber of the Oliy Majlis, the deputies considered the draft law “On Protection of the Population from Harmful Noise Effects” in the second reading.

The purpose of the document is to regulate relations in the field of protecting the population from harmful noise. The draft law was prepared for the second reading and finalized taking into account the proposals of parties, deputies, members of the public council under the committee, and specialists in the field.

In particular, the draft law proposes to change the time during which it is not allowed to disturb the peace and normal rest of citizens from the current seven hours (from 23:00 to 06:00) to eight hours (from 23:00 to 07:00). On weekends and non-working holidays — from 22:00 to 09:00.

During this period, administrative liability measures for disturbing the peace and normal rest of citizens are being strengthened. Also, the draft law establishes that construction and repair work, the noise level of which exceeds the permissible norms, may be carried out in apartment buildings only on working days from 09:00 to 18:00.

During the discussions, the deputies raised a number of issues. It was noted that some norms require revision and improvement. After heated discussions, the draft law was returned to the responsible committee for revision.

Recall that on August 20, the draft law on fines for nighttime noise was also returned for revision. It was proposed to strengthen the punishment in the form of imposing a fine on citizens from 3 to 5 BCV (1.2-2 million soums), and on officials from 10 to 15 BCV (4.1-6.1 million soums).
