Shavkat Mirziyoyev signed a decree on measures to radically improve the system of state social support for socially vulnerable groups of the population.

From February 1, 2026, a Unified Social Register will be maintained, which will replace the Social Protection Register and the Register of Poor Families.

Within the framework of the new registry, a new information system will be created, and a program is also expected to identify families in need with an assessment of their socio-economic status, based on the results of which the poor will be divided into three categories:

  • a family under state support — a family whose members cannot work or have limited work opportunities, and whose total average monthly income of each of them is less than the minimum consumer spending;
  • poor family — families whose members can work or have the opportunity to work, and whose total average monthly income of each of them is less than the minimum consumer spending;
  • family below the poverty line — families whose average monthly income per family member is 1 to 1.5 times less than the minimum consumer income. Families excluded from the previous two categories, as well as families with “difficult life circumstances”, will also be included, which the mahalla council will be able to determine separately.

According to the Statistics Agency, 22,000 soums a day is enough for Uzbekistanis to live a comfortable life. The MCI for 2025 amounted to 669 thousand soums, increasing from 648 thousand soums to 3.2%. The indicator shows the poverty line, if the average per capita income of the family does not correspond to the minimum wage level, then the family is recognized as low-income.
