In Uzbekistan, children in difficult life situations will receive separate state support, according to a government decree.

The document aims to ensure that every child in Uzbekistan feels safe at home, at school, and outside. The program approved by the Decree covers all stages — from prevention to full rehabilitation. Main changes:

  • starting March 2026, parents will be able to use “family therapy” services free of charge under the “Mehrli oila” program to restore relationships with their children and learn to better understand their needs.
  • children in the risk group will be able to enter educational institutions without exams and tests. A special quota of 5 percent will be allocated for them.
  • a unified electronic platform will be launched, which will collect information about children in need of protection, as well as about individuals prone to violence. This will allow responsible agencies to respond promptly to each case.

These measures are aimed not just at punishing the perpetrators, but at creating an environment where every child is protected by law, family, and technology, — the statement said.

As a reminder, professional adoptive families for children affected by violence will be established in Uzbekistan. A “Kind House” system for parents of children in need of social protection will also be launched in the country.
