Migrants were offered to enter Russia only with a certificate

The authorities are also considering issuing patents only after a medical examination.

Russia has proposed making it mandatory to have a certificate of absence of certain diseases for migrants to enter the country, TASS reports, citing Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy, and Veterans’ Affairs.

The specialist said that to obtain a patent, foreign workers must undergo a medical examination, however, this procedure takes some time, during which migrants stay in the country. For this, Yaroslav Nilov proposed making it mandatory for foreign citizens to have documents with them when entering, stating that they do not have a specific list of infections or diseases.

The deputy also did not rule out the possibility of the appearance of forged documents, in connection with which he also noted the importance of maintaining additional medical examinations. At the same time, Yaroslav Nilov proposed to establish the same rule for medical insurance.

Today, according to the law on the legal status of foreign citizens, any foreign citizen crossing the border must have insurance. Do they all have insurance? No. Does our healthcare system help them? Yes, it provides emergency services, free of charge, — the State Duma representative noted.

As an example, the specialist cited emergency childbirth, appendicitis removal, and other surgical interventions, emphasizing that all these procedures place a significant burden on regional budgets. Yaroslav Nilov suggested not letting in citizens who don’t have a policy. At the same time, the document can be obtained electronically and presented to law enforcement officers at the border.

Abroad, however, it works this way, and there are no problems in this regard, — the State Duma representative emphasized.

It is planned that when crossing the border, migrants will be required to present the results of tests confirming the absence of HIV infection, hepatitis B and C, as well as the absence of syphilis and tuberculosis, conducted no earlier than 10 days before the day of entry into Russia. Test results confirming the absence of narcotic and psychotropic substances in the body, conducted no earlier than 72 hours before the day of entry, will also be required.

Earlier, it was reported that the stay of unemployed family members of migrants in Russia would be restricted. Vladimir Putin approved a new concept of state migration policy.
