Information has spread on social media that an escrow account system for purchasing housing has begun to operate in Uzbekistan. The Ministry of Justice denied this information and commented on the incident.

The department reported that the data on the start of the system’s operation from January 1, 2026, does not correspond to reality. The Ministry noted that this information has no legal basis. According to the data, this period was stipulated in the presidential decree on shared construction, which was issued in 2025.

It was planned that from 2026, the purchase of apartments in newly constructed houses should be carried out using this system. This law also included the development of a draft law on shared construction, which provides for liability for developers for violating the investment rights of shareholders.

In December, the Minister of Construction and Housing and Communal Services, Sherzod Hidoyatov, stated that the escrow account system has already been developed, but its implementation requires changes to the legislation. Also, the representative of the department said that the implementation of the system will not affect existing projects and will affect only new facilities.

Earlier, the Ministry of Construction explained what will happen to apartment prices after the introduction of the escrow system. The department also explained why this should stabilize the market, and also reminded about the advantages for shareholders.
