Students committed hundreds of crimes in just six months, most of which occurred in Tashkent

University students are most often involved in theft, hooliganism, fraud, and inflicting bodily harm.

The Senate’s press service reported that over 300 crimes were committed by university students in the first half of 2025.

The senators discussed the matter of submitting a parliamentary inquiry to the Minister of Higher Education, Science and Innovation, Kongratbay Sharipov, concerning the prevention of crime among students.

In their opinion, issues concerning the effective organisation of the educational process in universities, the meaningful use of students’ free time, the conduct of spiritual and educational work with them, and the strengthening of close interaction with parents require greater attention. Insufficient organisation of work in this area leads to the development of an unhealthy atmosphere among students, and in some cases, to offences and crime.

From January to June 2025, students from 102 higher education institutions in Uzbekistan committed 307 crimes. The majority include accidents, theft, causing bodily harm, hooliganism, and fraud. Regionally, the highest number of crimes occurred in Tashkent, Bukhara, Namangan, Andijan, Samarkand, Fergana, and Surkhandarya regions.

Regarding higher education institutions, the highest number of crimes is committed at Tashkent State Transport University, the National University of Uzbekistan, Tashkent State Technical University, Tashkent University of Information Technologies, and Tashkent State University of Economics.

Due to the lack of regular monitoring of the educational process and sufficient oversight of student attendance in some higher educational institutions, crimes were committed by students during study hours, that is, from 08:00 to 16:00, — the message says.

Furthermore, some universities do not adhere to the proper procedures for assigning tutors. Additionally, the entry and exit of students from dormitories, including their stay and overnight arrangements, are not adequately monitored. Despite the extensive reforms in higher education in recent years, a number of criminal cases have been initiated against individuals working in this sector due to corruption.

The senators criticised the fact that this results in more legitimate complaints from the public and a sharp rise in citizens’ grievances about injustice. After the discussion, a resolution was passed to send a corresponding parliamentary inquiry.

Earlier, it was reported that nearly half of the applicants in Uzbekistan did not achieve the minimum entrance score.
