In Uzbekistan, measures have been approved to create opportunities for children with special educational needs to receive quality education, integrate them into society, and support individual development.

In Tashkent, a Multifunctional Inclusive Resource Center will be established within the National Social Protection Agency system, and in Karakalpakstan and regions, one multifunctional school will be established based on specialized schools or boarding schools. Starting from the 2026/2027 academic year, an inclusive correctional school will operate as part of the inclusive center as an experiment.

They organize the activities of inclusive classes for “beginning”, which includes the adaptation of students, the formation and development of learning and communication skills, as well as corrective and additional classes based on an individual learning plan.

In the center, extracurricular classes in subjects and professions, as well as correctional classes, will be organized for students with disabilities studying in inclusive classes of general education schools.

From January 1, 2027, a system of professional certification of special teachers will be introduced to assess the knowledge and skills of special teachers of state educational organizations in the inclusive center. Starting from the 2027/2028 academic year, inclusive schools will be gradually established in the regions.
