Uzbekistanis are increasingly complaining about tax violations

Most often, they report non-issuance of checks.

Since the beginning of 2025, the number of appeals regarding tax offenses in Uzbekistan has increased by almost 14%, reaching 82,857 thousand, with the largest number of such appeals being related to failure to issue a receipt, according to the Tax Committee.

According to the information, this number of appeals were received from January to September 2025 through the “Tax Partner” system in the Soliq mobile application. During the same period in 2024, only 72,517 appeals were received through this system. At the same time, in 2025, the largest number of appeals, namely 74,970, were related to non-issuance of a check.

Further, there were 3,001 applications for refusal to accept payment by plastic card and 184 applications for an increase in the price of goods when paying by plastic card. Another 4,702 appeals concerned other types of offenses. During the inspections, specialists conducted 34,196 on-site tax audits, and in 98.8% of cases, violations were confirmed.

However, 41,702 appeals were rejected by specialists if they were repeated or if the business entity against whom the complaint was filed is already under investigation. In 34,139 cases, 24.1 billion soums in compensation were paid to victims. At the same time, for 2024, 17.2 billion soums were paid to citizens, which is 40% less.

Earlier, it was reported that Uzbeks paid 158 trillion soums in taxes. The largest amount was given for profit and VAT deductions.
