In Uzbekistan, basic tax rates will remain unchanged

The Ministry of Finance presented the draft budget message for 2026-2028.

The Ministry of Finance has published a draft budget message for 2026-2028, which presents the main directions of tax policy.

According to the document, the authorities plan to keep the basic tax rates unchanged. Thus, in order to ensure a favorable business environment, the current ad valorem rates of the main types of taxes are maintained:

  • profit tax — 15%;
  • VAT — 12%;
  • personal income tax — 12%;
  • social tax — 12% (25% for budget organizations);
  • turnover tax — 4%;
  • property tax of legal entities — 1,5%.

The land tax rate for agricultural land remains at 0.95% of the land’s standard value. From January 1, 2026, it is proposed to index by 7% the land, property, and water resource tax rates, subsoil use rates, and the minimum rental rates applied for tax purposes for individuals and legal entities leasing property.

Maintaining the stability of tax administration and the competitive environment, promoting a healthy lifestyle among the population, encouraging environmental protection, and ensuring the stability of budget revenues remain the main medium-term directions of tax policy, — the message says.

Recall that Uzbeks paid 158 trillion soums in taxes. The largest amount was given for profit and VAT deductions.
