In Russia, with the exception of Moscow and Mosoblast, an experiment will be conducted on the targeted recruitment of migrants for work, TASS reports, citing a government order.
The experiment includes the creation of infrastructure for the selection and preparation of foreigners for work in Russia in their countries of residence. The Ministry of Internal Affairs and the Ministry of Labor of the Russian Federation, together with interested federal executive authorities, have been appointed responsible for the implementation.
By May 15, 2026, draft federal laws on conducting the experiment should be prepared and submitted to the Russian government. To ensure the conduct of an experiment on the targeted recruitment of migrants for work in the Ministry of Internal Affairs of the Russian Federation until December 1, 2026, it will be necessary to create an information system.
In addition, the Ministry of Internal Affairs and the Ministry of Digital Development should also develop an application for labor migrants to participate in the experiment by December 1. Rostrud and regional authorities need to hold events by December 10, 2026, and then annually to inform employers about compliance with labor law norms.
After the completion of the experiment, the Ministry of Internal Affairs and the Ministry of Labor of the Russian Federation, together with interested federal executive authorities, must prepare proposals for the implementation of its results into Russian legislation by October 30, 2030.
As a reminder, Russia will determine the conditions for the children of migrants to be in the country. The rules will affect their attendance or absence from schools.
