Patent for migrants will become more expensive in one of Russia’s regions
The authorities will work out support measures to prevent the departure of foreign workers.

Starting in 2026, Russia’s Rostov region will increase the cost of patents for foreign workers, RIA Novosti reports, citing the regional government.
According to the information, the cost of the patent will increase due to the increase in the regional coefficient. Foreigners arriving in the region visa-free, including those from Uzbekistan, are required to obtain a patent. The patent fee consists of the base rate, the deflator coefficient, and the regional coefficient. The Rostov region’s coefficient indicator is one of the lowest in the country — 2.1.
In Rostov Oblast, it was proposed to increase the regional coefficient from 2.1 to 3. This will allow for the additional attraction of about 1 billion rubles to the regional treasury. Governor Yuri Slyusar instructed the regional Ministry of Economic Development to work out additional mechanisms to prevent the outflow of foreign workers and the formation of a labor shortage in large organizations.
Earlier, it was reported that Moscow would increase the price of patents for labor migrants in 2026.
