Uzbekistanis will not pay for microloans issued by fraudsters

The country plans to strengthen the protection of citizens in the field of cybercrime.

In Uzbekistan, it is planned to strengthen the protection of citizens when issuing online microloans, the presidential press service reports.

Since 2020, the number of registered cybercrimes has increased 68 times. Since the beginning of 2025, more than 46 thousand violations have been identified. The material damage to citizens and businesses exceeded 1.2 trillion soums. There are also cases of fraud with bank cards, electronic signatures, and personal data.

At the same time, there are no reliable mechanisms for protecting personal data. Some companies still store customer information in open databases. It was also noted that the current measures to ensure cybersecurity in the use of electronic digital signatures and biometrics for obtaining government services, as well as protecting the banking system from cyberattacks, are insufficient.

To address these issues, mandatory cybersecurity requirements will be implemented when working with personal information. It is planned to create a registry of personal data operators, as well as to strengthen the responsibility for their misuse, — the message says.

The Ministry of Internal Affairs proposed to provide for the release of citizens from obligations for microloans issued by fraudsters without their knowledge. Blocking of suspicious bank accounts will be ensured around the clock. It was noted that there is a lack of scientific research on combating new types of cybercrimes, such as crypto-asset theft.

The President instructed to strengthen measures to combat cybercrime and enhance the potential of the Cybersecurity Center. The Head of State set a goal to introduce 7 new types of examinations for the prompt detection of crimes in the digital environment.
