Uzbekistanis to be banned from fireworks before New Year: large fines approved

The only bright consolation could be the Bengal lights.

On November 1, the Senate adopted a law “On the Circulation of Pyrotechnic Products”, which completely prohibits the circulation of pyrotechnics in Uzbekistan.

The meeting participants acknowledged that it is simply impossible to establish full control over the illegal import of pyrotechnics into the country from abroad. To pressure the market, “legal liability” is being introduced for the purchase, sale, storage, transportation, import, or export of pyrotechnic products.

Only I-class pyrotechnic products with a dangerous zone radius of no more than 0.5 meters will remain legal. These are small Bengal lights, clappers, and fountain candles for cakes, which can be produced and put into circulation. Everything else is completely prohibited.

Strengthening of punishment is envisaged. For the purchase or sale of a conventional bomb or firearm, a fine of 15 to 25 BCV (6.180 million — 10.300 million soums) will be imposed.

State control over the circulation of pyrotechnic products is carried out by the National Guard, internal affairs bodies, and customs authorities. Only military or state tasks, such as organizing fireworks for Independence Day, will be excluded from the use of pyrotechnics, which is more serious than the Bengal fire. With the Senate’s approval, the law must later be signed by the president, which is quite possible by the end of the year.

Notably, when the law was reviewed in the Legislative Chamber, with emphasis on caring for people, the deputies literally believed that Uzbeks cannot use pyrotechnics without harming their health and property, so it should be banned. In the Senate, the focus shifted to ensuring state control over pyrotechnics.

The bill itself appeared on the Oliy Majlis’s agenda after the start of mass unrest in Georgia, where protesters actively fired fireworks at security forces and government buildings.
