In 2025, waste collection services within the framework of the “Toza makon” unified billing system reached 87% of mahallas, reports Dilnoza Kamilova, press secretary of the Waste Management Agency.

The system tracked the services provided in 8105 of the 9452 mahallas registered nationwide. A total of 23.9 million people – 64% of the total population – live in these areas. At the end of the year, Uzbeks paid 1.304 trillion soums, or 90% of the total accrued payments (1.454 trillion soums). Total accounts receivable, including previous years, amount to 622.7 billion soums.

At the same time, 211.9 billion soums in debt for services not actually rendered were excluded from the “Toza makon” system.
The total number of subscribers in the billing system was 7.3 million. Of these, 98.1% were entered into the system by cadastral number and 91.6% by PINFL.

As of December 1, private investments in the sanitation sector amounted to 386.5 billion soums. Enterprises purchased 384 units of special equipment, 5.7 thousand containers, 4 sorting complexes and 16 waste processing devices, and opened 33 new waste collection sites.

During the year, surveillance cameras were installed at 830 waste collection sites and 714 trucks. In addition, 95% of the garbage trucks operating in the country (3419 out of 3230) are equipped with GPS trackers to track their operation. The average efficiency indicator of sanitation and cleaning enterprises in Uzbekistan was 55.5%.

Out of 113 organizations, 30 were classified as “green,” 57 as “yellow,” and 28 as “red.” 14 enterprises have remained in the “red” category for six months. Of these, 5 are in Andijan region, the same number in Kashkadarya, two in Fergana, and one each in Namangan and Surkhandarya regions.

Recall that since the beginning of December, more than 200 thousand consumers have been restricted from paying electricity bills due to debts for waste disposal. The department reminded that the restrictions will disappear immediately after all debts are paid.
