Russia aims to ban migrants from transferring sums abroad that exceed their salary
This will help prevent shadow income, tax evasion, and capital outflow overseas.

Трудовым мигрантам в России планируют запретить переводить за границу денежную сумму больше размера их заработка, следует из законопроекта, внесенного в Госдуму РФ.
The document states that these measures will stop migrants from sending funds abroad if their source is not documented. Currently, non-residents are allowed to make money transfers freely. This permits large amounts of money to be taken out of the country without proper oversight.
This creates conditions for the legalisation of illegal income, tax evasion, and the export of capital abroad. The current legislation does not provide effective mechanisms for monitoring the compliance of transfer volumes with officially confirmed income.
The explanatory note to the draft law states that in 2023, remittances to the homeland of labour migrants exceeded $18 billion. In 2024, cash inflows from Russia to Uzbekistan grew by 29% and reached $11.5 billion.
Recall that in Russia, an Uzbek citizen was convicted of creating fake documents for labour migrants. The man received the passports of his compatriots by mail and, using his connections, affixed counterfeit date stamps to them.
