Over a trillion soums will be allocated in Uzbekistan to improve air quality
An environmental fund will be created in the country.

Uzbekistan plans to allocate nearly 1.5 trillion soums to improve air quality, according to the draft law “On the State Budget of Uzbekistan for 2026”.
According to forecasts, additional receipts and revenues under the decree will amount to 548 billion soums in 2026. A special commission for improving the environmental situation is working in Tashkent, and a round-the-clock headquarters has been established. Work is being carried out in three directions.
Instructions were given on urgent and long-term systemic issues. They must be scientifically based and based on calculations. We are forming a plan, and the new system will ensure its effectiveness, — said Jusipbek Kazbekov, Deputy Chairman of the National Committee for Ecology and Climate Change.
The State Targeted Fund for Addressing Environmental Problems was established under the National Ecology Committee in accordance with the presidential decree of November 18, 2025.
We have been tasked with allocating 900 billion soums and transferring them to the environmental fund by the end of the year. During the next budget readings, everything will be put in its place, — said Jamshid Kuchkarov, Deputy Prime Minister and Minister of Economy and Finance.
It is reported that the fund is intended to finance nationwide environmental projects, research, and programs aimed at addressing environmental problems. It will include:
- 900 billion soums from the republican budget in 2025;
- almost 550 billion soums from the budget in 2026 for specific activities.
From January 1, 2026, the following will be transferred to the fund:
- 20% of income from the sale of carbon units;
- a certain part of fines and compensations for causing environmental damage;
- 10% утилизационного сбора, уплачиваемого за импортируемые транспортные средства.
As a reminder, the deputies adopted the draft state budget for 2026. The amount of income will be less than the expenses.
