Minors encountered problems when opening bank cards
The Central Bank reacted to the reports and issued a prescription to resolve the situation.

Users’ complaints about problems with biometric identification when opening bank cards for minors and linking them to mobile applications have spread on social networks. The Central Bank’s press service commented on the situation.
According to the information, users encountered problems when registering to open cards for citizens with 14. Earlier, the Ministry of Justice reported on amendments allowing citizens to independently issue a card from the age of 14 with the written consent of one of their parents or legal guardian.
The department noted that to prevent fraud related to bank cards, at the relevant instruction of the Central Bank, a mechanism for biometric identification (Face-ID) has been implemented in the mobile applications of banks and payment organizations during “New Registration”, “Password Reset”, and “Login from Another Device”.
In this regard, the Central Bank instructed banks and payment organizations — based on risk management policy — to ensure the possibility of providing electronic payments through a mobile application for minors, as well as to maintain additional identification mechanisms for high-risk operations.
The regulator emphasized that in the near future, minors will be able to use their bank cards through the mobile applications of banks and payment organizations.
Earlier, it was reported that the Central Bank of Uzbekistan had fined three banks and restricted the operation of two payment systems. The regulator revealed violations of prudential regulations and AML/CFT rules — banks, microfinance organizations, and payment organizations were subject to sanctions.
