Mandatory and voluntary social insurance will appear in Uzbekistan

On October 31, at a plenary session of the Senate, the Law “On State Social Insurance” was discussed, the press service of the department reports.

According to the department, this Law was previously rejected by senators, and later improved. The document defined the implementation by the State Social Insurance Fund of three types of payments, namely insurance payments for temporary disability due to illness, pregnancy and childbirth, loss of work or income.

It is envisaged that, in the event of such insured events, the fund will pay the insured and (or) their family members temporary disability benefits under state social insurance, pregnancy and childbirth benefits, and severance pay.

The state social insurance fund’s funds are formed from a portion of social tax, insurance premiums, republican budget funds, income from the placement of the fund’s temporarily free funds in deposits, and other receipts not prohibited by legislative acts.

The Law also specifies for whom the application of state social insurance is mandatory and for whom it is voluntary.

At the same time, it is envisaged to form insurance premiums for citizens covered by compulsory insurance at the expense of part of the personal income tax, for citizens covered by voluntary state social insurance — at the expense of a payment, the minimum amount of which is determined by legislative acts, — the message says.

During the plenary session, the senators also drew attention to a number of issues stipulated by the Law:

• insurance premium;
• rights and obligations of insured persons;
• of the insurer;
• of the insured;
• state guarantees of the financial stability of state social insurance;
• appointment;
• suspension;
• termination of payments for state social insurance.

It was emphasized that the adoption of the Law serves to ensure the social protection of employees, and to resolve the burden of social payments imposed on employers. It was also noted that this Law is important because it is aimed at preventing discrimination against women in the employment process. Following the discussion, the Law was approved by the senators.

As a reminder, all officially employed Uzbek citizens will receive social benefits. The President gave instructions on the digitalization of the insurance system.
