On January 5, the president signed a decree “On additional measures to introduce a comprehensive system of targeted work in the direction of creating a safe environment in mahallas of the republic”, the press service of the Ministry of Justice reports.

According to the document, in order to organize targeted work aimed at creating an effective system for early crime prevention in mahallas, in 2026 certain territories will be assigned to responsible managers and institutions in the following order:

  • mahallas with a difficult criminogenic situation – to the khokims of districts (cities), prosecutors and heads of internal affairs bodies and their deputies;
  • mahallas that are in the “red” category for five years – by the heads of territorial departments of the National Guard, deputy heads of internal affairs departments and deputy khokims of the region;
  • mahallas remaining in the “red” category for three years – to educational and scientific organizations of law enforcement agencies;
  • districts and cities with a particularly difficult criminogenic situation – to the first deputy prosecutors and heads of regional internal affairs departments;
  • mahallas with the largest share of crime among women, persons who abuse alcoholic beverages and narcotic drugs, as well as conflict families – respectively to the heads of the regional departments of family and women’s affairs, healthcare, and justice.
