In Uzbekistan, the work of government agencies will begin to be evaluated by KPI

It is also planned to modernize the process of selection for public service.

On December 6, Shavkat Mirziyoyev signed a decree on improving the efficiency of public administration, the press service of the Ministry of Justice reports.

From January 1, 2026, an experimental management system will be introduced in the khokimiyats of 33 districts and cities identified as “exemplary”. The work of state bodies will be assessed based on the fulfillment of target indicators and indicators (KPI). KPIs will be formed by the Agency for Management Effectiveness and approved by the Cabinet of Ministers.

The Agency will launch an online platform for evaluating the work of khokimiyats. It is planned to modernize the civil service selection process and, if necessary, add additional stages. The tasks and functions of state bodies will be divided into five levels:

  • constitutional and national;
  • republican executive bodies of power;
  • regional;
  • municipal (district, city);
  • mahalla (village)

A rotation system is being implemented in 33 “model” cities and districts. Hokims, their deputies, as well as heads of local government bodies, will be appointed to positions in another district within the region every 5 years. The identification of managers subject to rotation and monitoring of their work will be carried out through a separate platform.

As a reminder, Uzbekistan’s government agencies will be taught intolerance towards corruption. The President has adopted a resolution to strengthen anti-corruption departments in agencies with 50% state ownership.
