In Uzbekistan, the process of selling land plots has been streamlined

The government's administration passed a related resolution.

The Government has introduced additional measures to enhance the procedures for selling land plots through electronic auctions and for providing state services in cadastral registration, Norma writes.

The document provides for:

  • improvement of the process of monitoring non-agricultural land plots provided for entrepreneurial and urban planning activities in the regions;
  • unification of land plots acquired with the right of lease at auctions;
  • ensuring the stability of land-legal relations;
  • further improvement of the investment climate in small industrial zones and youth industrial-entrepreneurial zones.

To reform the system of providing public services to the population, eliminate obstacles, create favorable conditions, and further expand the scale of construction of modern multi-apartment housing, it has been established that:

  • Industrial zone directorates are recognized as customers when selling land plots located on the territory of small industrial zones and youth entrepreneurship zones at electronic online auctions;
  • The list of SMEs created in remote and hard-to-reach areas is approved by the decisions of the Jokargy Kenes of the Republic of Karakalpakstan and regional Kengashes of People’s Deputies, which, if necessary, make appropriate amendments and additions to it.

Starting September 5, 2025, vacant land plots in SMZ zones located in remote and hard-to-reach areas will be put up for electronic online auction at a price of 1 soum. A separate section “Free land plots in the zones of SMEs located in remote and hard-to-reach areas” will be created in the Yerelektron information system.

The winner of the auction for the lease of land plots for the construction of multi-apartment residential buildings concludes an electronic contract with the district (city) khokimiyat, which is subject to registration in the “Electronic Auctions Organization” and provides for the following terms:

  • 15 days — for preparing pre-design documentation for land plots sold at auction for the construction of multi-apartment residential buildings;
  • two months for the execution of design work and three months for the commencement of construction work;
  • commissioning of the facility planned for construction on the land plot.

If the requirements of the auction offer are not met, the land plot is withdrawn in the prescribed manner and offered again at a subsequent auction.
