In Uzbekistan, officials will be punished for unjustified fines imposed by entrepreneurs
Since the beginning of the year, the courts have satisfied thousands of complaints from businessmen.

Uzbekistan wants to introduce liability for officials for unjustified imposition of fines on entrepreneurs, according to the portal for discussion of regulatory documents.
The draft law was presented by the Business Ombudsman, noting that in 2024, courts reviewed 6,370 complaints from entrepreneurs regarding unlawfully imposed fines. At the same time, 5280 of these appeals were satisfied. As a result, specialists canceled fines totaling about 1.4 trillion soums.
In the first half of 2025, the number of such complaints has already reached 4,738, and 3,755 of them have been satisfied by the courts. As a result, fines totaling 3.1 trillion soums were canceled. The Business Ombudsman noted that instances of unjustified application of fines by regulatory bodies against businesses remain frequent, and emphasized that currently, there is no administrative liability for such a violation in the legislation.
Lack of accountability leads to the fact that representatives of regulatory, law enforcement, and other state bodies often unjustifiably apply financial sanctions against entrepreneurs, avoiding any personal responsibility, — the document says.
In this regard, it is proposed to introduce a corresponding addition in the form of Article 241-11 “Implementation of an unjustified fine on business entities”. Thus, the unjustified imposition of financial fines on business entities by an official of a controlling, law enforcement, and other state body and state organization, if the court finds them illegal, will be punishable by a fine of 20 to 40 BCV (from 8.24 million to 16.48 million soums).
Earlier, it was reported that new measures to support entrepreneurs were approved in Uzbekistan. It is planned to allocate 4 trillion soums for the implementation of more than 5 thousand projects in 2026-2027.
