Illegal migrants in South Korea will be able to return home without fines

The country has introduced a temporary special regime, which will last until the end of February.

The Ministry of Justice of South Korea announced the launch of a special voluntary departure regime for foreigners staying in the country illegally.

The program is valid from December 1, 2025, to February 28, 2026. It will allow illegal individuals who have reported their status and left the country on their own initiative to avoid fines. In addition, the entry ban, which was previously lifted only after the payment of fines, will be temporarily suspended for the duration of the regime.

To use the program, foreigners must notify the local immigration authority 3-15 days before departure or submit an online application through the HiKorea portal. The application must include personal data, residential address, departure date, departure airport, and flight number.

On the day of departure, it is necessary to undergo a repeat check for criminal record and search at the airport or port’s immigration post. For voluntary departure, it is required to submit an application, passport, and air ticket. It is reported that during the program’s implementation period, control over illegal presence will be strengthened.

Foreigners detained during raids are expected to face harsher measures — up to forced deportation and entry bans. Additional information is available at the Unified Consultation Center for Foreigners — 1345, — the message says.

Recall that an Uzbekistani suspected of financing terrorists was detained in South Korea. The amount of transfers was the largest in the country among the funds directed to extremists.
