A hotel will be built on the territory of “Tashturma”

The Tashkent city administration responded to a senator’s inquiry regarding the improvement of the territory of the former №1 detention center.
The Senate sent a request to Tashkent Mayor Shavkat Umurzakov to delay the improvement of the former “Tashturma” territory. The document notes that the plot remains abandoned, and construction companies are trying to use it for personal gain, causing public discontent.
It was revealed that on the basis of the decision of the khokim of Tashkent №888 dated October 7, 2020, 2.9 hectares of land (former territory of the detention facility) was transferred to the Ogneupor enterprise as compensation for the demolition of its property. The right to own land was registered on October 5, 2021.
Based on the conclusion of the Architectural and Urban Planning Council of the Yunusabad District Construction Department, the project of the administrative building with an area of 76 square meters was approved. The construction was commissioned on April 6, 2024, and the facility was registered as a non-residential building.
Later, the site was included in the conservation zone and construction was prohibited there. The hokim’s decree did not specify the type of construction that should be carried out in this area. Therefore, regardless of the nature and size of the administrative building constructed, the ownership right was registered on April 9, 2024.
The commissioning permit is the basis for state registration of property rights. As of 08.05.2019, the company owned a plot with a total area of 7.4 hectares, currently — 4.4 hectares, — the report says.
It is noted that initially, the enterprise planned to build an industrial facility for the production of fire-resistant materials. However, it turned out that the area is completely surrounded by residential buildings, and industrial construction is prohibited. In this regard, it was decided to build a modern hotel, however, there is currently insufficient funds for the implementation of the project.
In 2022 and in February-August 2025, the enterprise submitted applications for the privatization of the plot. However, they were rejected due to the site being included in the conservation zone, according to the Tashkent General Plan.
If the plot is removed from the conservation zone, we intend to attract an investor and implement a project for the construction of a multi-story residential building with a hotel and consumer service facilities, — the company’s management said.
As a reminder, the “Andijan prison” will be transformed into a shopping and entertainment center. The President proposed moving the “cold” building of the 3rd detention center from the center to the outskirts of Andijan.
