Shavkat Mirziyoyev signed a decree on measures to radically improve the system of state social support for socially vulnerable groups of the population.

Within the framework of the document, families in need will be divided into three categories: state-funded families, low-income families, and low-income families.

Social services and assistance, including child benefits, are provided to families belonging to the category of “families receiving state support”, during their stay in this category, regardless of the employment status of family members and without the need to submit additional applications.

The socio-economic status of the family is reassessed every 12 months after its inclusion in the Social Register, except in cases where the status of the family is studied through the information systems of ministries and departments.

For families classified as “poor families”:

  • child benefits or financial assistance are assigned with the condition of ensuring the employment of able-bodied family members within 6 months from the date of their appointment;
  • when ensuring the employment of family members, child benefits or financial assistance are paid continuously without the need to submit additional applications;
  • if the condition for ensuring the employment of able-bodied family members is not met, the payment of child benefits and financial assistance is suspended. When a family applies for child benefit and financial assistance again, the rule excluding employment of able-bodied family members due to their classification as “poor families” does not apply for 6 months.

For families classified as “families below the poverty line”:

  • child benefits or financial assistance are paid within 6 months from the date the family is included in this category;
  • if the total average monthly income of each family member is from 1 to 1.25 times less than the minimum level of consumer spending, the amount of child benefits or financial assistance paid to them is 75% of this benefit or financial assistance;
  • if the total average monthly income of each family member is 1.25 to 1.5 times less than the minimum consumer spending level, the amount of the corresponding benefit or financial assistance is 50%.

A separate social assistance package is being introduced for families classified as “state-supported families”.

Subsidies will be provided to families in the amount of up to 100 times the minimum wage for the installation of 7-10 kW solar panels in the homes of these families;

Within the framework of the Family Entrepreneurship Development Program, these families will be provided with loans in the amount of up to 75 times the minimum wage for a period of up to 4 years through commercial banks with the following goals and conditions:

  • the loan will be provided to provide employment for able-bodied family members, start or expand entrepreneurial activities, including the purchase of livestock, poultry, rabbits, fish and bees, mobile stores, scooters and other basic equipment, or for the construction of a greenhouse;
  • the loan is transferred to the social card of a family member belonging to the “family receiving state support” category, with a grace period of 1 year;
  • the interest rate on the loan is calculated at the interest rate within the framework of the Family Entrepreneurship Development Program, and interest payments are reimbursed to commercial banks from the funds allocated from the State Budget to the State Targeted Fund for Poverty Reduction.

To promptly resolve disputes regarding the inclusion of families in the Social Register, determining their categories, and exclusion from it, an Appeals Council will be established under district (city) khokimiyats starting February 1, 2026, which will work in conjunction with the “mahalla seven”.

According to the Statistics Agency, 22,000 soums a day is enough for Uzbekistanis to live a comfortable life. The MCI for 2025 amounted to 669 thousand soums, increasing from 648 thousand soums to 3.2%. The indicator shows the poverty line, if the average per capita income of the family does not correspond to the minimum wage level, then the family is recognized as low-income.
