In Navoi, a mahalla chairman sexually harassed a woman and was sentenced to three days’ detention

The civil servant sent inappropriate messages to the victim and drank alcohol at work.

The mahalla chairman was detained for three days for harassing a woman who came to ask to be included in the “Women’s register”, NeMolchi reports.

The incident took place on 19 June in the Uchkuduk district of Navoi region. On 18 June, a woman visited the mahalla committee to request inclusion in the “Women’s register”. However, the civil servant asked her to return the next day. Later that evening, messages from the chairman appeared on the woman’s phone, saying “come to me when there is no one nearby” and “come to the committee building prepared as a meeting”.

On 19 June, around 1:00 PM, the woman returned and found the neighbourhood chairman and the electrician drinking alcoholic beverages in her office. She demanded an explanation for the messages he had sent her late in the evening, expressed her dissatisfaction, and reported the incident to law enforcement agencies.

In court, the accused showed remorse. He attempted to justify his actions by stating that he had no ill intentions towards the victim and asked the court to lessen the punishment. On 4 September 2025, he was found guilty under Article 41-1 (sexual harassment). He received 3 days’ arrest.

This case clearly demonstrates that a person who allows themselves to be harassed and abuses their position cannot and should not hold leadership roles, especially when working with women. The court ruling did not specify whether the man was dismissed from his position as mahalla chairman, — the statement said.

Recall that in Jizzakh, a taxi driver harassed a girl, offered her intimate relations, and sent her pornography. The court imprisoned the man, and the phone was confiscated for the state.
