A man who exposed his genitals to children in the street was only sentenced to 15 days
The victims' parents oppose the court's ruling and plan to lodge an appeal.

In Tashkent, a court sentenced a man who showed minor girls their genitals and suggested they engage in sexual relations to 15 days in prison for petty hooliganism, NeMolchi reports.
According to the girls’ parents, no one believed the children. A resident of a neighbouring house, who saw a man expose himself to preschool girls at a playground, also wanted to testify and reported it to the district police officer, but no one questioned her.
So, any adult man can make inappropriate advances towards children, then deny having said or done such things — and they will believe him, not the children? He was only punished because he removed his trousers and caused a public disturbance. We are outraged by this investigation and will challenge the court’s decision, — the statement said.
Additionally, the mother of one of the girls expressed concerns that since the accused and his wife had been walking separately around the neighbourhood for two hours prior, their true intention might have been entirely different.
Almost all cameras in our neighborhood captured their walk. They walked separately, but at the same time did not stray too far from each other. And immediately after the incident, they met nearby and left our neighborhood together. In addition, during the first testimony, he told the investigator that he had walked around the neighborhood because he had eaten, and the dentist he came to said that the procedure should be done on an empty stomach, so he needs to walk for 2 hours. However, the dentist he had visited before actually said he had completed all procedures in 10 minutes and left for home. But the investigation and the court seemed to turn a blind eye to this, she said.
According to the victims’ relatives, during the ongoing investigation of the case, the investigators carried out only one assessment of the defendant’s health. The parents were not allowed to review the case materials until after their outrage at the court hearing, which took place at the end of July.
Such secrecy is not surprising, as the case materials were mainly based on the perpetrator’s testimony. He claimed that the hand in the pants, like the demonstration of genitals, was related to illness. I wonder, what illness would suggest that instead of seeking a secluded place, if something troubles a person, they will deliberately search for children, observe them, and then show their genitals? However, this discrepancy did not appear to confuse the investigation. Additionally, no further actions were taken to interview children, other witnesses, or potential victims, — the statement said.
It is reported that the man did not admit his guilt, did not show remorse for his actions, and did not apologise to the victims. Furthermore, before the court hearing, he blamed the mother of one of the girls for submitting a complaint against him.
Instead of apologising, he pressed on pity, remembering that he had minor children and chronic illnesses, and not forgetting to mention that he was an exemplary family man, — the victims reported.
The accused was found guilty under Article 183 of Administrative Offenses (Petty hooliganism) and sentenced to 15 days’ detention. The victims’ parents stated they disagree with the court’s decision and will lodge an appeal.
Recall that the incident occurred on May 13 in the Uchtepa district. The victim’s mother said that her 12-year-old daughter and her friend were walking down the street when a stranger approached them. First, he started walking around them with his phone, imitating conversation, and then showed his genitals to the children. Additionally, he suggested they have sexual relations with him.
The offender’s actions were recorded on CCTV, and later neighbours remarked that this was not an isolated incident. The victim’s mother lodged a complaint with the district police officer. Meanwhile, the mother of one of the affected girls said that the process of questioning children for testimony, despite the presence of psychologists, was very challenging.
In response to parents’ questions about why this case was not re-classified as criminal, the court explained that according to the medical examination’s conclusion, the man was diagnosed with a genitourinary disease, which caused “his hands often to be in pants.” Law enforcement also stated that the behaviour was not intentional.
